Are you being serious?!?!?!

I am a german intern doctor and need to register with HPCSA. I started this process in January 2013 with the help of AHP. As everyone knows this is quite a nervwrecking process and requires alot of documents. But as I am in love with this beautiful country, I have done everything within my power to be able to sit the october exam. But now, after all the efforts of flying down from Germany, spending thousands to get all the documents together, doing an observership at SA hospitals and joining a Family Medicine course at MEDUNSA in Pretoria HPCSA rejects my application because of a simple english test. Just to explain, I payed those 2500 Rand and took the IELTS exam in Cape Town in order to get the needed english certificate. However HPCSA claims that they don't accept the language school I did the test at. This language school, located in Cape Town, is IELTS accredited and there is clearly no acceptable reason why my certificate shouldn't get approved. Does HPCSA really not want me to sit that exam, that btw I wouldn't even be able to cope with if I didn't speak good english, when there is such a shortage of doctors to help the sick?
