Paid to have electricity installed 2 yearsago

Two years ago, i was quoted R20 000 for the installation of electricity at Engcobo, my place of business. I then paid this amount in three installments of which the last was in November2011. They (eskom) in umtata promised that a contractor would be allocated. Later they informed me that this was done and a few people came to do surveying on site. It's 2years later and to this day, i don't have electricity, cables i was advised to buy, exclusive of the R20 000 have even gotten, done numerous trips to East London. Let me also point out that residences and a clinic in the area do have electricity. I'm losing business and spending large sums of money on operational expenses that could have been avoided if we had lights. These people don't communicate, I'm beyond frustrated and have ran out of options of who can get these people to deliver service that i have already paid for. This is ridiculous, someone help!
