Bad service

I applied for a single phase electricity last year october and paid R14700 on the 25th of the same month. It has been 5months waiting. On 12/04/2013 they send a contractor which only dug some holes and left. When i try to ask them about their progress they get angry. My problem is, people who applied after me meaning this year they have already got electricity. Why only me must have difficulties in getting electricity in time.
