FAILING TO PAY REFUND AS AGREED UPON AFTER BREACH

In November 2012 I ordered a car part worth R 15 000 that was supposedly coming from France. I paid in the amounts of R 4000 & R 8000 which amounted to R 12 000 & Mr. Luke De Bruyn, the consultant told me that they received my payment & that I need to wait for approximately 3 weeks for the part to arrive.
I struggled ever since then to come in contact with this Luke De Bruyn who's secretary either request my contact details to call me back but fail to do so or tell me he's attending to other clients
I send numerous e-mails to Luke De Bruyn but he always tells me that he's been extremely busy to look at my e-mails. He recently told me that the company cancelled my order after they found out that the part is scarce & assured me that they will refund me as soon as possible. I gave him my banking details & he's been telling me all sorts of tales like " my boss was sick for 2 weeks & couldn't sign the cheque", " the banking details you supplied me had 1 digit missing" etc. I offered to personally fetch the cheque but he will then tell me the cheque is already in paid in & I need to wait for 7 days which amounted to 21 days already.
I feel that you are my last resort in finding a solution
