Delivery Instructions not followed

I have a subscription contract with City Press that I have given strict instructions on terms of delivery as I stay in a complex. First they do not deliver the paper, once I call & email I am given a lame excuse that they changed delivery company more than once. Lately the newspaper is delivered unmarked as per terms of delivery. I have emailed [Email Removed] to complain but nothing has been done.

I'm at wits end
