Unauthorized billing

This internet auction company took off an unauthorized amount from my account without getting permission from me. I have paid for a product that I have not yet received and would like them to refund me and keep the product.
when I attempted to download the proof of identity document, my anti-virus closed it as it contained mall-ware. I immediately reported this to the company, to which they responded that they understand my concern about not wanting t gave my ID number online, but that they needed it and I should download the forms before I can get the product. I'm sure my consumer rights are being abused.
