Frustrated and very Upset!!!

Im currently on debt review, wanted to pay off my debt on forchini and sterns account. Only to find that my forchini account had a zero balance and money has been paid into this account since start of debt review process.
I contacted Diane, from consumer frend who is dealing with this, and feedback from forchini was, that they will do a refund on that account. My request was then to settle my sterns account and the rest onto my RCS loan account... They (forchini) said refunds get done on 13th on each month. Im still awaiting their reply, and think this is really terrible customer service.
I called Diane today, after I send an email last week on which she never responded too. She suggest I write yet another email of complaint to her, in order for her to forward it to Forchini accounts department...???
What puzzles me is... Why must I write all these emails? Its a matter of following up and give me feedback is it not??? Hence they did promise to do refund on 13th of this month...
