Bad Service regarding my tv licence

this morning i received the below sms

Your TV Lic a/c 252443114 has been handed over to VVM DEBT COLLECTORS. Contact us urgently to make a payment arrangement. Tel:0877401211

was very shocked and suprised when i received this sms, i contacted the number and i spoke to this rude lady Nkadimeng, I advise her about the sms i received and that i would like to know how possible is that? she advise me that my account is been handed over to them, my question was how can my acc been handed over with out any one contacted me to advise that i ow money and how much my balance is, because i believe before they hand me over they suppose to contact me and advise me about my account, they never called no letter nothing. Nkadimeng told me why i need to me contacted wheres i no that i have an acc with SABC, was very upset to receive a rude answer from this lady and i ask for her details.

according to the law you cannot hand over the person with out contacting the person 1st, i am very and want this nonsense sorted out, because i wont pay till SABS sort this thing out because i never said to them i wont pay my tv licence.
