Extra charges

I have a suspended Telkom account that got handed over to VVM which is in Debt Recovery and Revenue Management. I made an arrangement to pay my telkom account @ R100 (which they, vvm, said was the minimum i could pay) a month but they charge me:

Collection Commission On Payments Recieved R45.60
Final Collection Commission Due on Balance R126.79

When I phoned them to ask about the balance on the account they said it was R1, 239.01. I owe telkom R915.00, have paid them R400 so far and i found out while on the phone with them that they charge you R20 for the phone call..
How can R100 be the minimum if they charge me R172.39?
