Charged for a Settlement letter and incorrect bill

Hi

I settled my Truworths account last year and before I paid the collecting company said they will send me a "Letter of Settlement" after I paid the outstanding R2806. After not getting anything I call them and I am told I will need to pay R100 admin fee for the letter. That is NOT Legal, how do you charge such a fee after charging collection fees? They are exploiting people! After questioning the fee, the consultant tells me that I actually have a balance of R296 that I must still pay, I ask how she says it is "Legal Fees" I ask how did u charge legal fees at a time when my balance was already R0.00. She becomes rude and at some point decides to keep quiet and not answer any of my questions, saying she was giving me a chance to speak. Asking me in zulu if I am done talking! This kind of attitude is the exact cause why some people do not answer calls from debt collectors! Someone needs to look into this and give me clear answers. Which law allows you to charge R100 for a mere letter on top of charging a collection fee?
