No response after numerous calls and emails

In August 2012 I went onto the SABC website, checked my outstanding balance, updated my details and made a payment. Then I started to receive sms's from MBD, even though I was making regular payments. I'm working out of the country and my wife tried to resolve the matter on my behalf. She made numerous phone calls, send proof of payment just as often. On 8/2/2013 she phoned them once again, after another threatening sms. She was told that a amount of R215.65 would settle the account once and for all and that I would receive a settlement letter. Nothing happened. When she phoned again to enquire about the settlement letter, she was informed that I'm no longer on their system, it was handed back to the SABC. Now back in the country for a week, I received a letter from MBD demanding the original outstanding amount. Their customer service number is just ringing. We tried contacting the SABC directly, sent proof of payment twice, but my balance remain the same on their website. On 15/5/13 I sent an email to both MBD and SABC, but still no reply. I would like feedback and a letter of settlement. Its like talking to a wall and I don't know where to go next.
