I can't pay for more if the first isn't received

I purchased from seller Tower Star and made payment on the 13th February 2013. To date I don't have my parcel. I made another purchase from the same seller and now I am refusing to pay his high shipping charges. There seems to be some type of occurring. He claims his items are imports and has a high premium on shipping, but parcels are posted via the Post Office from Klerksdorp. I have taken a print screen of shipping charges as proof. The post office charges R20.40 for shipping. My item cost R4 and Tower Star is charging me R225 for shipping. [URL Removed] has rejected my appeal to not complete this transaction.
And threaten to close or restrict my account.
