PayCity Took my money and did NOT Supply as Promis

In November 2012, I asked PayCity too buy and courier my car's licence.
I phoned a few times and was told I still had to send more details
I did as requested
Then I got emails back that the person that doing this is on leave and I have to wait.
In January I phoned a few times and was told that the person I was dealing with was on leave now, the some story. I was told that they will send it soon and that someone will sort it, and phone me the next day. Nothing was ever done
I was also told that there was a back log and that it will took a week or 2 to get this.
End of January 2013, I had to get another cars licence and when to my local Post Office, I had to pay for the other cars licence first (The one I had paid PayCity for)
I had to pay a late payment fine of R420.00 as well
A week ago I phoned again and this person I spoke to was help full and he did phone back late that evening, and also promied that someone will contact me the next day. I am still waiting
This cost me more because someone was to lazy to do his job
I want my money back including the fine I had to pay
