Order apparently delivered when its not

I ordered some flowers and nougat online to be delivered to a complex in Weltevredenpark. It was ordered on 12 June 10:36. Around 15:00 the package was apparently delivered and signed for.

When i emailed them the next day about it, the persons mom apparently signed for it, even though on the delivery form it indicate that she signed for it. Her mom does not live there and within the complex every apartment is clearly marked - so i have no idea how they can mess this up. There are 2 cellphone numbers on there that they can call if there are any problems.

I got a reply saying that they are following up with the florist. When i did not get a reply within 24 hours I mailed them again about it telling them i expect a refund or another delivery. I have not heard anything since.
