Waiting for a month for a refund

I requested a refund on an overpaid premium on 03 April 2013. The call centre operator requested the refund. When I asked how long it will take, she replied after speaking to the financial Department that they can't say. I waited a week and phoned again on Friday, 12 April, insisted to speak to the supervisor and Frasier Maduna - 011 6712879 promised that I will be refunded by Friday, 19 April 2013. To date I have received no refund. I left a message yesterday, he has not returned my call yet.
