Not paying for PMB diagnosis

The chronic illness benefit was approved from 04 April, I asked them to reprocess the GPs claim from 25 March but they refuse to pay it saying they only pay from when application is approved. The claim was for diagnosis of the PMB which from what I have read is meant to be paid for, please sort this out.
