6 months to add a dependant

I wanted to add my daughter to discovery health to an existing policy.at first they accepted the apllication and a day later cancelled it. Since then they have requested marriage certificates, unabridged birth certificates, court orders that state that im responsible for my daughters medical aid and new apllications because they take so long that every 2 months the apllication expires and i have to fill in a new one. Every time ive send through all this i wait a week and call them back to find out how far they are but then they request the same documents and say they havnt received it after ive confirmed with them that they did receive all documents.
