Ripped off by Docto

I went to Dr Goncalves for my scheduled app. after I had stents done, he then gave me my prescription for my meds. When I put my claim in to my medical aid they said they needed the codes from the Doctor because it is chronic medication.
I then called Dr Goncalves rooms and asked for the codes they said there will be a fee charged to me,
After receiving the codes and sending them to my medical aid, I called Dr Goncalves and asked him why was I charged for the codes, he replied that should have asked for them at the time of my Appointment and I would not have been charged.

I feel this is a rip off once again by a professional in the medical industry, how should I know that I needed codes for my Meds, surely the Dr. should tell you that you will need the codes for chronic Med.

So please tell me how you can charge R500.00 for codes that his staff wrote out and he just signed.

Every other Doctor I have asked don't charge for codes.
