Moto Health Passing the Buck re Dead Man's Account

I there, Sooo very tired of incompetent suppliers when it comes to settling accounts. My father passed away on the 19th June 2013 in which Ekhuruleni Ambulance services collected my father to transport him to the hospital. 5 MONTHS later (November) my mother received an account from them for service rendered, so I contacted the consultant at Moto Health explaining to her and she said I need to get a letter from Ekhuruleni regarding the this issue, which I did and received a letter form Mr Riet (Senior District Manager) stating that due to a systems upgrade the invoice were sent out very late. I did speak to Moto Health and sent the letter along... My father at that time was still a member of Moto Health so I do not see the problem of this account being settled. This letter and issue has been to the Funds Manager twice now and they refuse to settle this account. Please could you help me... financially my mother can not afford to pay this account due to incompetent parties
