No you can't upgrade

Recently I decided to upgrade my Discovery Key Care option to Discovery Priority plan. Since I'm with Discovery since 2006, I thought it would be easy. I spoke to a very nice consultant and he said it would take about 10min, but... I had to upgrade in Oct 12.
He adviced me to write an e-mail requesting special permission to upgrade.
I wrote an e-mail, telling that my medical aid needs have changed and that I would like to get better benefits. I only need glasses and on Key Care I only get R550 every 2 years and Key Care cost me R1300 every month. For R300 more, I can get much better optical benefits - R3000, every year. I also explained to them that my parents (with Discovery for 20years) and brother (with Discovery for 4 years) only got great service and that is why I would like to stay with them.
Did you know, I can cancell my cover and reaply for a higher plan in 10min, but I am not allowed to just upgrade?
My request was denied and I was furious.
A call centre agent called me to inform me of the decicion. No one really cared that I complained about bad service or wanting to cancell my medical aid because of bad service. Needless to say, now I'm medical aid hunting!
