Changing Scheme rules without proper notification

Have previously complained to Resolution Health that the scheme rules where changed without adequate notice or proof of changes being delivered timeously.
The rules were changed at the end of December 2012, whilst I was in the process of requesting pre-authorisation and they responded as follows:
"the new schedule of benefits were posted to you in December 2012"
When I asked for a date of posting, as I have to date still NOT received these changes, I was informed that it was "sometime in December via ordinary mail"
This at the busiest time of the year for mail deliveries and anyway left no time for any changes I wished to make as the option expired at the end of December!!!
