Elderly person denied oxygen

Elderly person denied oxygen that he permanently need. He faint's most of the time, is short of breath and actually on occasion turn blue.
Because of his history, the fact that he never claim from the medical aid for his chronic med's and bought it cash to stretch his savings. He is being denied oxygen.
There pathetic excuse is that he never needed to claimed for his emphysema, so why should he need it now?
They are financially strapped, and now need to fork out R 1200.00 and over each month.
This is absolutely unacceptable.
