Refund promised and not recieved

I purchased two phones from them online, paid for both and have yet to recieve any, on calling he appologises but does nothing to rectify the problem, he has agreed to a refund which was to be recieved on the 10 April 2013, nothing recieved on calling he tells me to it will happen, I request to through to account and he refuses to do this.
