Dstv decoder registered on someone else's name

Yesterday 08/04/2013 i paid GDS-TV an accredited installer of DSTV to instal dstv in my new flat.
First of all they came there without the decoder, he had to leave and get another one from his office and only arrived two hours later with the decoder. Now the problem is that the new decoder that was provided by GDS-TV has been registered under someone else's name.
Now both parties (dstv and gds-tv) are passing the buck here claiming that they dont know how this happened?

How is this possible, the box was opened by the installer and this smart card and decoder has been registered under someones name since 2010???

After phoning dstv they said i must get a new decoder? Its brand new??? And after phoning gds-tv they said they will give me a new decoder, obiously i am awaiting the new decoder and i want it asap. She told me she would have to reshuffle the job cards as i aksed her i want it immediatly, i am awaiting her call, i am wrong to request that i want my stuff immediatly?
