Waterproof Phone "Liquid Damaged"

I have a Samsung galaxy Smartcover x2, purchased less than 2 months ago. This phone was specifically purchased as it is advertised as one of the rugged phones offered by Samsung. On the Samsung website it states that the phone is "guaranteed water proof 1m for 30 minutes". My phone however was submersed in far less than this amount, for approximately less than a minute and stopped working. I took the phone to the Samsung Smart Care centre in KZN to solve the issue. They have however sent me a quote for R 2360 to replace the handset.

I find this ridiculous, as I just purchased the handset. It is also a waterproof phone as stated on the company's website, yet the quotation states "liquid damage". I would think that under the consumer protection act I am entitled to a new handset as it is a manufacturing fault and the handset has been owned approximately 2 months now.

How can Samsung expect a customer to pay this much for a brand new phone that is guaranteed water proof? Is Samsung not obligated to follow the CPA?
