Free Service at a charge?

I am led to believe that istores do software upgrade free of charge. But this wasn't the case when visiting the istore On Durban's Florida Road. Last week I went to the Istore at Gateway and asked for a software upgrade whilst they confirmed that there would be no charge, due to the number of clients in the store I would have had to wait for 4 hours.
Yesterday I went to the istore at the Pavillion shopping centre where my upgrade was done free of charge and within 20minutes. Today I took my other iPad to the istore Durban Florida Road, for the same upgrade but they wanted to charge me R200 for the same service that I had received for free the day before.

Seriously???
