Telkom upgrades a HOAX!

I was notified by Telkom that they have upgraded my ADSL line to 2meg free of charge.--Now that I would like to upgrade my data to 2 meg as well but now I hear that I have to pay for the 2 meg line--Surely with the "UPGRADE FREE OF CHARGE" to the 2 meg line I only have to pay for the 2meg data? --I am paying for the 1meg line so what "free upgrade" was there if I have to pay for that--Telkom allways gave me great service but this is confusing!! Is the 2 meg line`s price not the same as the 1 meg line I wass using after the "FREE UPGRADE"?
