No feedback for more than a month

I gave my Samsung S4 in at the Constantia Kloof Care Centre as the phone experienced problems with the software, battery and the main board of the phone - basically EVERYTHING was fautly with the phone - EXTREMELY bad quality!!! I had to arrange with Head Office myself to have the phone replaced. During that period Samsung Care Centre had my phone and NEVER gave me feedback! I had to follow up after a few weeks to find out what is going on! After Head Office has agreed to give me a new phone I let the Care Centre know as I did not want them to repair the phone unnecessary The Care Centre informed me that they will arrange the replacement of the phone. I gave them the reference number of my calls to Head Office where they have given me approval to replace the phone. After another 2 weeks passed I phoned to ask what is going on. They informed me that they are waiting for Head Office approval! BUT I ALREADY GOT THE NECESSARY APPROVAL!!! They said they will phone me back, but like always I have not heard anything back from them! Needless to say I STILL dont have a phone!!! I gave the phone in on 26 September. Will it take them 24months to provide me with the new phone?!?!! Ridiciculous!!
