Energy saver globes

The municipality exchanged normal globes for energy savers. Unfortunately the down lighters that they put don't last long they put the globes around April May. Now 4 months later the globe is burnt off its not the first globe it's many globes it's happening to. Where are we saving money we loosing who's gaining here Down lighters are not cheap to replace every 4-5 months I bought Phillips has a life span of each globe is 8000 hours
