Pathetic response time! Any Governing bodies???

I am a student at Unisa, and have completed my Nation diploma in Logistics Management course in Dec 2012. I have sent several emails to Unisa to query when I will receive my diploma. To date, no one has responded. My last query was responded to after weeks and months of correspondence. This time I have not received any response since January 2013!! This is ridiculous. Surely there is someone out there handling these complaints. Do we need to take this up with lawyers or the media?
Please help me urgently!!!
