Denied access to sit for an exam

My younger brother denied to sit for an exam because he did not meet retirement to sit for an exam this is unfortunately a new policy. The issue is these government colleges are flexible and are meant to address the educational inequality that exist in our society and such policies are not constitutional and infridges one's right to education and they should not be adopted... another issue we can not pay for services that at the later stage are denied access to... In the same institution one can apply for exam only and this regard of have the same year mark that disqualifies people from sitting for an exam and that particular person is able to write this is unfair and its unconstitutional
