Wasting time and money incompetence maybe racisim

We applied for our daughter Melanie at DUT in March 2013 to study. We received confirmation on her student number that everything was checked and verified. August they suddenly wanted NBT results which I was told in 2012 was not needed. We asked them as we knew our daughter would be overseas in 2013. We had to courier the books and examination papers to and from Europe. She had to call from there for the interview. October we received a conditional offer that she was accepted. Being from Namibia I wanted to confirm that all is in order.By that time we have not yet received the NBT results, to this date they also have not requested the results again. After requesting more detailed confirmation we where told that she does not qualify on her academic results. My question: Why not tell us this in March? Why put us through the expenses (over R3000) to have her write the NBT? Why the interview and why even forward a conditional offer of acceptance when they feel she does not have the qualifying marks. Do we have the right to claim our costs from DUT?
