Delay in Refund requested

I requested refund on the credit amount on my fees account. I submitted the for on the 5th June, the policy is that it takes 21 days for the check to be posted. It's now the 12th August and no money has been paid into my account despite the numerous emails sent to the finance dept to equire about the progress. I'm extremely disappointed at the level of service given to me by the department.
