Floors peeling after less than two years

In Nov 2011 we wanted Cemcrete flooring in our new house. I was told by Cemcrete they cannot guarantee the floors if it was not applied by an "approved applicator". They comissioned Peter Robberts from Decocem as "approved applicators". Less than two months after the application the floor started to peel and the colour came off. I contacted Cemcrete and Decocem and they agreed to re-apply the floors. The floors peeled again, they are not water resistant and the whole top layer seemed to be disintegrating and crackeng. I have been trying to get a sight meeting arranged with Peter (decocem) and Mike (regional manager of Cemcrete Gauteng) since January 2013. So far they keep on passing the bucket and do not respond to my requests. I phoned Decocem and was told by Kelly that these floors are supposed to have a lifespan of - 12 years. Can Hellopeter please assist in helping me solve this problems. I have paid almost R 100 000 for these floors.
