BUILDERS NOT DOING AS PROMISED

I was told that as soon as the money is in the bank the sooner he an start the job and it will be finished in 5 weeks time. The money was paid into his account on Nov 26, 2013. Started with the tiling on the 28th. He is still not finished - still has a lot to do. Demands final payment before he carries on. Already missed out on a months payment because the tenants could not move in.
Left important things like not putting on any of the shower doors and not installing the stofe to get me to pay.
This is all I would like to say at this stage.
