Bad Pool Supplied

Four years ago Penguin installed my pool with a 10 year Shell guarantee. The Fibre glass has blown about 10 that have blackened. When I contacted them, I was told the guarantee only covers the Base fibre-glass... not the inner smooth coat??? Like saying we guarantee your car but not the paint work. Surely this is bad workmanship due to bad bonding between the two surfaces.
