No warning about excessive charge rates

I had to call an electrician out on 27 December. He spent not more than an hour, tracing and isolating a damaged outside light which was causing my mains to trip. A month later I received an account for R1146.84. I considered this to be excessive and requested a break-down of the costs. I was informed that it was R350 for the first hour and then R250 for each hour thereafter. It was during a period in which they were closed and the technician who came was on call. They billed me for two extra hours, saying that the technician came from his house and the time includes his travel time. He lives about 20km from me. In addition they charged me travel at R4.11 per km. I was not informed of any of the charges in advance. I consider this to be excessive. It was not a public holiday and I should have been informed of their policy.
