Charged me for work not done!

The plumber quoted me R7650.00 for replacing 9m of old sewerage pipes with new PVC pipes. After he was paid I discovered that he only opened the trench, decided there was nothing wrong with the existing pipes and just covered the trench again. He did not inform me and I paid him the full amount. He claims that the work done was sufficient for the price. To me, opening up a trench and closing it is casual labour. Laying and connecting pipes is a different story. I would never have settled for such a price if I was aware!
