Supplier Took money, but did not deliver a service

All41web was refered to me by a friend who had faith in their ability to do what I needed from them. I met with the owners of all41web, who assured me that they could do what I require of them. I paid them a deposit. They were not able to do what I have asked them to do. Even though they were not able to do what I requested of them, they still demanded more money, which I refused to pay. The owner decided to cancel the deal. There was no service rendered to me, but I have paid monies to them. I have since tried to get my money back. The owner have promised that he will re imburse me, but he has not done so till this day. Their office number no loner exists, and he does not respond to mail and sms's send to him. The name of the owner of this company is Onway.
