Microsoft is ignoring me

I used some MS images for a book I wrote. The publisher came back to me saying that I may only use an image 15 times and not 30 as I did.
I send MS an email on July 27 to ask permission - No response to date
I phoned MS SA - The switchboard tells me to leave a message.
When I did get to speak to someone she was either hard of hearing or just didn't understand English.
