Not fixing my vehicle and ignoring me

During the big hail storm on 20 October 2012 my car was damaged. I took it for an assessment to Hofbro Auto Body no more than 2 weeks later. They assessed the vehicle, and advised that they were fully booked and that I could only bring my car in to them on 22 January 2013. I accepted that. That gave them arly 3 months to order all the parts they needed for my car. January came, and they advised me that they will have ve out the time since they are very busy. I took the car in on 24 January 2013 (2 days later than previously agreed).

3 weeks later I received my car back. Two problems came to my attention:
1. The hail damage was not all gone
2. There was overspray on my BLACK car from a WHITE vehicle's spray paint

They agreed to fix both these issues. They did polish my car in an attempt to get the overspray out, and I am satisfied with that. HOWEVER, today is the 19th of APRIL 2013, and my car is STILL not fixed.

The problem is that Outsurance have already paid them, so they could not care less whether they fix my car or not. I believe this is criminal ( /), since they charged for work, and received money for something they did not actually do. SAPD here I come.
