Doors locked on a 24 hour service?!

How is it that incompetent people get entrusted with customer care???

I just drove past my local Sasol garage to be met with closed doors and a gentleman (no uniform what so ever) directing me to the little slot in a window (treated like a criminal?) and then proceeded to ask for a loaf of bread (not rocket science).
He walked to what i can assume is the far end of the complex to get or maybe make the bread first, walks behind the cashiers counter only to be told he is not the cashier (why is he behind that counter???) and that the cashier is waking up and I must just wait... No apology or anything and he then proceeds to help the lady standing after me in the now cue of customers being treated like concentration camp prisoners at meal time...
I'm sorry I expect people to be awake and at their posts (what are they being paid for? sleeping I can only assume) and why lock your customers out of your shop? if you don't want the business close your doors and shut shop for good.

Is this the state of service in this country? Where the people that actually pay the salaries of the sleeping neanderthals are left in the cold?
