Delay Vechile Registration and number plates

I purchased a vechile and collected on the 21st March 2013, after being promised that my care would be registered Monday 25.03.13, i am today driving with a vechile that's permit expired 09.04.13. when calling the dealership they gave me a story that there might be a problem at the licensing department which i do not believe, and they would send me another permit after i had to do the follow up when it was their duty to call me and keep me updated, monday 08.04.13, the lady told me the plated would be ready by 16h30 and it wasnt, she told my husband today that it should be ready by 12h30 today and when he called there she told him that it's not, i feel that this is a waste of our time, and here i am breaking the law with this car that is not registered and i am very disappointed and find it ahrd to believe that it takes 22 days to register a vechile.

I want my plates and licence ASAP.
