2 Months later - still no paper work

I bought my husband a relatively new second hand car. For his Birthday. We had arranged for the car to be repaired through the dealer (as does most people). 2 Months later, still has a lot of scratches and the paper work has not been finalised. I have phoned a lot since, but only the air- has been sorted out. The arrangement was also made to deduct the monthly instalment off of a different account, that was also ignored. I have been trying to correct their mistake for a month now with the bank and I find it a very tedious job to do. I still haven't managed to change the deduct-able account due to incompetence. The car is still full of scratches and marks on the inside. The car is not even registered to my husband yet, after 2 MONTHS...
