No staff available for international reservations!

I absolutely cannot believe that a company the size of Budget can have EVERY international rental agent in a meeting at the same time. How is someone supposed to get rates? Your website is not clear regarding Cover/Excess and there was not a single staff member available to assist me telephonically. How can you run a business this way?
