Not sure when or if I'll receive my refund

I recently made an online prepaid booking of just under R3000 with Budget car rental. When I visited the office to finalise the booking I was informed of an additional R8000 (not mentioned on the site) deposit that needed to be paid in order to rent the car. Not having enough funds available at that time I decided to cancel the booking with enough time to receive my full refund. But alas. Budget car rental at the Cape Town International Airport started and have since been giving me the runaround topped with vague promises. Upon my cancellation I asked the consultant, Kristin when I would receive my refund, she said "Oh, I can't really say when it will happen, it depends on our head office."
I am currently on vacation in Cape Town and not only have I received this atrocious service, I'm still minus R3000.
