Poor customer service

We went to the car wash at the Total garage Douglasdale by pick n pay and got a silver wash and a hand wax. They washed my boyfriend's car and they told him that he must pay more because of dog hair on the seat, he replied "no one asked about hair, and there is nothing on the board" When we went to ask for the manager (Jay Jay) he told us that he didn't have to state on the board that there is an extra charge for dog hair. If there is an extra job they are allowed to charge extra without informing clients prior to paying. He said they can't have a big board stating all the things that they can charge extra for. I told him that if it is costing the clients extra money he must, or send someone to inspect the cars. I went in to get my money back for the vacuum and wax, a lady came in to pay for a car wash, they did not ask about hair in her car, so I asked and she was not aware that they charged extra for things like this. I told the manager that I would speak to the owner. When I asked the manager about the cost involved for the dog hair he rudely said "as we discussed you're not interested and you'll talk to the owner", the customer was shocked.
