Udget operation wrong, customer loss the 131USD

I rent a car from your company at Nov.22nd, retune it at Nov, 25th.
At Nov.22nd, Your stuff, VUSI, swap my VISA card for 22, 000 rand for deposit, and after 2 weeks return to me 21, 910 Rand.
The issue is, at Nov.22nd, VUSI swap the card as normal consumption. He supposed to use the right --- Pre-authorization.
The result is, I assume the 2 times 1.5% foreign exchange fee, USD 131.58. And this fee suppose not happen by pre-authorization mode.
Because the extend fee generated by Buget staff wrong operation, I request BUGET company bear my lose, USD 131.58.
The manager from budget refuse to solve this issue,
