Poor service

I bought a polo 19 tdi 2008 model. 3 months later I found out that it is a 2007 model. I was charged over 20 000 to much for the car. When I spoke to the DP of the branch he just said that I can be lucky they will refund me the money. He also said that they don't need to pay me back anything. A amount was agreed on and it has been 5 months and still nothing has happened. Every time they make empty promises and nothing has been done so far.
