I did not get the loan so I must be refunded

I saw an ad in a newspaper that these people can sell you a vehicle on credit when you are blacklisted and cannot get finance from the banks. I called the guy called Guido who asked me to send the documents. He then sent me an sms to tell me that I can only qualify for a car worth R45000.I could not find a car that I like for that amount and he said alternatively the company will give you cash as loan so that I can buy a car somewhere else but they will take 10%(R4500.00) which means they will give me R40 500 cash. I then opted for cash and they insisted that I pay them the R4500.00 before they give me R40 500.00.That I did and they took me to what they called finance department which turned out to be Bayport Personal loans company. My documents were submitted and I signed whatever needed to be signed and told that the money will be in my account in 48 hours. After 4 days there was no money deposited and then I called Guido to find out. He told me that Bayport declined my application. Then He said that my R4500.00 will be refunded. Till today my money has not been refunded. They don't answer my calls anymore.
Please help. What am I supposed to do to get my money back?
